Description
I. PURPOSE:
The purpose of this standard operating procedure is to establish guidelines for the selection and responsibilities of personnel assigned to the Sheriff's Honor Guard.

II. SCOPE:
This procedure shall apply to all Sheriff's Office personnel involved in the Honor Guard.

III. DISCUSSION:
The Hernando County Sheriff's Office Honor Guard will serve as official representatives of the Sheriff. The Honor Guard will escort him, or represent his Office, at various functions as designated by the Sheriff.

IV. PROCEDURE:

A. SELECTION CRITERIA

Due to the nature of the assignment, Honor Guard members must meet and maintain an exemplary standard of appearance, attitude, and performance.

1. Appearance
    
a. High standards of personal grooming, hygiene, and physical fitness must be met and maintained. These standards include a proportional height to weight ratio to provide for a professional, uniform, appearance.
    b. Individuals with a reputation for wearing the issued uniform with great care and pride will be considered.

2. Attitude
    
a. Honor Guard assignments often occur with little notice and/or during weekends and holidays.
    b. Individuals with a reputation of availability and loyalty to the agency and the community will be considered.

3. Performance
    a. Individuals with a history of positive performance evaluations and an absence of disciplinary actions will be considered.
    b. Individuals must possess the experience, aptitude, and/or ability necessary to perform military movements.

B. UNIT SIZE AND FUNCTIONS

1. The Honor Guard will be comprised of 13 sworn personnel in addition to a Commander, a Supervisor, and a Coordinator.
2. The Honor Guard Commander will be responsible for the selection process and performance of the Honor Guard members. The Commander will report to the Sheriff concerning Honor Guard personnel and assignments.
3. The Honor Guard Supervisor will be responsible for the training and appearance of the Honor Guard. The Coordinator shall assist the Supervisor with the availability and assignment of Honor Guard personnel for specific functions.
4. The Platoon Leader s will assist the Coordinator with training and supervision of specific assignments.
5. All Honor Guard members will be familiar with military protocol and ceremony as necessary to complete assignments.

C. SELECTION PROCESS

The selection and tenure of participation of all Honor Guard members will be based on the criteria outlined in IV. A.
    
1. The Honor Guard Commander will be appointed by the Sheriff.
2. The Honor Guard Supervisor and the Coordinator will be appointed by the Commander, with the approval of the Sheriff.
3. Honor Guard members will be selected from sworn personnel who have:    
    a. submitted a memorandum for consideration to the Honor Guard via Chain of Command,
    b. completed an interview with the Honor Guard Commander and Supervisor,
    c. been recommended to, and approved by, the Sheriff.

D. TENURE OF PARTICIPATION

1. To remain active, Honor Guard members must maintain the standards of selection outlined in IV. A.
2. Should a member's standing or status deviate from the criteria stated, the member may be subject to suspension or termination from the Honor Guard.
3. The Honor Guard Commander and Supervisor will continually monitor members as to their overall fitness to serve.
4. When necessary, the Commander and Supervisor will initiate a participation review and, with the Sheriff's approval, take the appropriate action.

E. UNIFORMS AND ACCESSORIES

The Honor Guard is a highly visible assignment; therefore, the proper and professional wearing of the uniform is a top priority.
    
1. Due to the short notice of some assignments, members will maintain the appropriate uniform in a ready status. (cleaned, pressed, proper fit, polished accessories)
2. To accomplish this requirement, members of the Honor Guard will receive the following, in addition to regular equipment issue, to be used exclusively for Honor Guard functions:
    (1) green uniform pants with gold stripe down outer seam line
    (2) white long-sleeved shirts with Honor Guard patches
    (1) set of patent leather gear
    (1) set of gold-colored accessories
    (1) straw campaign hat with gold hat badge
    (1) pair patent leather uniform shoes
