CHARACTERISTICS OF THE CLASS:

Under the general direction of the communications shift supervisor, performs administrative and supervisory work related to the operation of the communications center. Employees are expected to exercise independent judgment. Assistant supervisors answer questions from the staff and the public, referring only the most complex to the shift supervisor. Assistant supervisors operate computer hardware/software and correct system failures. Staff is supervised through direct observation of phone and dispatch work, periodic review of reports and logs and conferences. Employees in this classification are required to work in 12-hour shifts, consisting of day shift and night shift, holidays, and weekends. Employees may be required to work overtime when necessary on both short notice and during catastrophic events, e.g., during hurricanes or mass casualty incidents. Performs other work as requested.

ESSENTIAL JOB FUNCTIONS:
  • Assists in the instruction, assignation, and supervision of subordinates through observation, audio recordings, and other quality assurance methods. Takes corrective or disciplinary action as needed
  • Assists with employee staffing including filling overtime assignments and ensuring adequate coverage for upcoming shifts.
  • Corrects equipment malfunctions, reports the malfunction to the proper maintenance personnel, or ensures proper notification has been made.
  • Searches digital recorder and disseminates recordings of audio recordings for urgent requests by Sheriff’s Office personnel, and approved outside agencies as needed.
  • Assists in the monitoring of emergency/non-emergency phone calls of Telecommunicators to assist in improving their performance and to identify needed training; assists Telecommunicators with difficult emergency calls to elicit as much information as possible.
  • Analyzes employee job performance and identifies exemplary performance and areas of deficiency; assists the shift supervisor with annual evaluations for subordinate employees.
  • Assists in the application of the field training officer (FTO) program, ensuring proper training is being conducted; assists in training employees as needed
  • Assists in complaint investigation as needed.
  • Assists in maintaining and updating communications center files and reference materials.
  • Handles radio and phone positions as needed, answers calls for service from the public and provides information or processes complaints to be dispatched.
  • Performs the duties of shift supervisor when necessary
  • Other duties as assigned.


QUALIFICATIONS :

A.  Training and Experience 
  • High school diploma or GED.  
  • At least two years of progressively-responsible experience in emergency communications; lead or supervisory experience preferred.
  • Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities.

B.  Knowledge, Skills and Abilities
  • Knowledge of English grammar, spelling, and punctuation.
  • Knowledge of the procedures and policies pertaining to emergency 9-1-1 procedures and equipment.
  • Knowledge of best practices related to processing and dispatching emergency calls for service.
  • Knowledge of modern office procedures, methods, and equipment.
  • Skill in developing and maintaining an effective working environment.
  • Skill in eliciting critical information in a stressful or life threatening situation.
  • Skill in critical thinking and problem solving, active listening and conflict resolution.
  • Ability to think clearly and react effectively in an emergency situation.
  • Ability to work independently and meet schedules and deadlines of the work.
  • Ability to effectively supervise, motivate, train, and counsel subordinates.
  • Ability to perform a variety of duties, often changing abruptly from one task to another of a different nature.
  • Ability to maintain clear, concise and accurate logs and records.
  • Ability to identify, correct, or report computer system malfunctions.
  • Ability to type at least 30 words per minute.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to access, input and retrieve information from a computer.


ESSENTIAL PHYSICAL SKILLS
  • Acceptable eyesight (with or without correction).
  • Acceptable hearing (with or without hearing aid).
  • Sit for long periods of time. 
  • Lift up to five pounds.
