CHARACTERISTICS OF THE CLASS
The Assistant Director of Medical services basic duty is the supervision of nursing services on a daily basis and the monitoring of health care services and the utilization of professional services and resources overseeing the delivery of optimal health care in accordance with established policies and procedures of the facility and the accepted standard of nursing practice within the state. The Assistant Director of Medical Services reports directly to the Director of Medical Services. The Assistant Director of Medical Services directs assignments of RN Managers and evaluates their performance, evaluates inmate care administered, equipment is use and unit conditions.

ESSENTIAL JOB FUNCTIONS
A. Day to Day Operations:
1. Monitor all levels of health care; however, final medical judgments rest with designated responsible physician.
2. Delegates day-to-day, shift-to-shift operations of medical units to the Nurse Managers.
3. Assist nursing service personnel in the resolution of all issues, job-related or otherwise, which have an adverse effect on the members’ job performance and make recommendations for resolution to the Director of Medical Services.
4. Ensure the proper and prompt flow of relevant information (policies, procedures, in-service, problems, etc.) to nursing Managers and the Director of Medical Services.
5. Monitor daily inpatient hospitalizations.
6. Monitor all potential catastrophic illnesses and explores/utilizes all appropriate means of limiting liabilities.
7. Assist the Director of Medical Services in functions relating to nursing staff, e.g. interview and evaluate qualifications of nursing applicants.
8. Monitor administrative remedies and resolve inmate health care issues in accordance with policies and procedures to ensure compliance.
9. Coordinate health care delivery with other sections within the division by sharing information, regarding inmate medical management and the ability to participate in programs with Judicial Services Bureau Commander and/or designee.
10. Provide 24-hour on-call service as assigned.
B. Administrative Duties:
1. Coordinate with outside providers for inmate treatment and evaluations as required.
2. Perform annual inventory.
3. Order and account for medical equipment and supplies to ensure proper usage and inventory levels.
4. Conduct mock accreditation audits for FMJS and FCAC to ensure the facility is always inspection ready.
5. Oversee infection control program.
6. Perform additional duties as directed.
7. Participate in quality assurance/quality improvement activities.
8. Supervise all RN Managers and conduct performance evaluations.
9. Attend conferences and meetings as directed.
10. Fill in for Director of Medical Services during times of absence.
11. Review, at least annually, each policy, procedure and program in the health care delivery program.
12. Present written recommendations for education/policy or procedure change/ administrative action required to solve identified problems and maintain required standards.
13. Utilize established policies and procedures in making decisions, but use sound independent judgment in meeting the responsibilities and performing the duties of the position.
14. Serve as a resource person, readily accessible to all members of the medical staff and interpret nursing service and policies as needed.
15. Attend weekly debriefs with the Director of Medical Services, more frequent if needed.
16. Attend daily briefing with the bureau commander if needed.
17. Ensure adequate space, equipment, supplies and materials are provided for the delivery of health care in the facility.
18. Evaluate and recommend methods of improving operational efficiency and cost effectiveness.
19. Conduct monthly conferences with the Nurse Managers to review administrative procedural issues and unit performances.
20. Perform additional duties as directed.
C. Maintains Liaisons:
1. Maintain a cooperative attitude with other section heads, e.g., discussing differences between sections, initiating problem-solving endeavors in order to offset potential conflicts.
2. Serve as a liaison with community health care providers and meet with outside agency/hospital administrators as needed to ensure a positive working relationship between them and the detention facilities.
3. Maintain a positive working relationship with personnel, nursing staff, contracted providers and administration.
QUALIFICATIONS
- Training and Experience
1. Graduate of an accredited Registered Nurse (R.N.) nursing program, Required.
2. Currently licensed in the State of Florida to perform work and render care in the role of Registered Nurse, Required.
3. Two (2) years of nursing management experience, Required.
4. Master’s degree in related field of nursing or medical management, Possesses or working toward, Required.
5. Ten Years’ experience in Correctional healthcare, Preferred.
6. Thorough knowledge of the Florida Model Jail Standards and Florida Corrections Accreditation Commission standards as they relate to inmate health care requirements and services, Preferred.

6. Ability to respond to a vast array of medical emergencies and always deliver quality emergency care to all patients.
