School Resources Officer (SRO)
PURPOSE:
The purpose of this Standard Operating Procedure is to establish guidelines for the Hernando County Sheriff's Office School Resource Officer Program.
SCOPE:
This policy shall apply to all Sheriff’s Office personnel.
DISCUSSION:
The program is designed to develop a better understanding of the law enforcement function within the Hernando County School system through education, as well as to establish communication and interaction among students, parents, educators and law enforcement personnel.
PROCEDURES:
The SRO Program is an Administrative Unit function. SRO’s shall be under the supervision of, and accountable to, the Administrative Unit Administrative Sergeant.
STUDENT DISCIPLINE:
The SRO is not a school disciplinarian, and will take action on law enforcement related incidents only. The discipline of students is the responsibility of the school.
DUTIES:
- Keep the Communications Section informed of his/her location and status during their tour of duty, when they are off campus or handling a call for service at the school.
- Keep a designated school official (e.g. Assistant Principal) informed of his/her campus location.
- Investigate and complete reports as required on any law violations or other incidents that require documentation.
- Incidents shall be documented fully and accurately, including all details of the investigation along with any additional forms that are necessary.
- Prior to going off duty, SRO’s are required to submit all reports and/or paperwork unless otherwise directed by the Administrative Unit Administrative Sergeant.
- Research and prepare programs related to law enforcement and/or community social problems to be presented on a regular basis to students, parents, faculty and the community. Programs must have prior approval from the Administrative Unit Administrative Sergeant.
- Provide resource assistance to students, parents and school personnel. Resource assistance shall include, but not be limited to:
- Crime prevention
- Delinquency prevention
- Social service agencies
- Participate in and/or attend, when practicable, school functions, including athletic and after-school activities, to allow the students to observe and interact with the SRO at different levels.
- Any rumors or activities involving gang fights, gang conflicts or any major felony will be reported as soon possible to the Administrative Unit Administrative Sergeant for proper dissemination to other affected Sheriff’s Office components. If appropriate, the school principal shall also be notified.
SRO’s will:
- Serve as liaison between the school, the Sheriff’s Office, community residents and businesses.
- Be available for conferences with students, parents and faculty members to offer assistance regarding law enforcement and/or crime prevention.
- Be familiar with community agencies and support services to provide resource assistance beyond the scope/responsibility of an SRO.
- Coordinate all program activities with the school’s principal and relevant faculty. Prior approval for programs, whether self-initiated or by faculty request, must be obtained from the Administrative Unit Administrative Sergeant and the school principal.
- Coordinate requests for off-duty details (school activities) with the Sheriff’s Office Off-Duty Detail Coordinator.
- Submit a monthly report on activities, (arrests, interventions, counseling, presentations/programs, etc.) to the Administrative Unit Administrative Sergeant.
- Serve as a resource, when practicable, for investigations involving students or faculty.
- Take their annual leave in conjunction with school holidays or summer break. Requests for exceptions must have the Administrative Unit Administrative Sergeant’s approval, and requires prior notification to the school principal.
- No school normally assigned an SRO will be left unattended if for some reason the normally assigned SRO is at training, out sick, on annual leave, or absent for any other reason. It shall be a priority for the Operations Bureau to ensure all posts are filled prior to the schools opening for the day.
- Check their email as well as their district office mailbox regularly during the work week.
- Attend, as time and duty permits, faculty and community meetings to establish awareness and understanding of the School Resource Officer Program.
UNIFORM REQUIREMENTS:
SRO’s may wear standard uniform issue or the designated SRO uniform. Refer to G.O. 3050.10.
