CHARACTERISTICS OF THE CLASS:
Under the general direction of the Director of Communications, performs training, administrative, and supervisory work related to the operations of the Emergency Communications Center (EOC). Employees are expected to exercise independent judgment. Supervisors answer questions from staff and the public, referring the most complex to the Director of Communications. Section supervisors operate computer hardware/software and correct system failures. Staff is supervised through direct observation of phone and dispatch work, periodic review of reports, logs, and conferences. Performs other work as requested.

ESSENTIAL JOB FUNCTIONS:
  • Develops, maintains, and updates the ECC training manual.
  • Oversees the operations of the ECC field training officers (FTOs) and training program.
  • Trains Telecommunicators and supervisors in the use of communications techniques, new and revised operation procedures, and in-service training required for certifications/re-certifications (i.e. FCIC/NCIC, state certifications, etc.).
  • Monitors and ensures compliance with mandatory training requirements and re-certification of ECC personnel. Maintains an accurate personnel training file with all pertinent course information showing dates, times, locations of class, etc.
  • Develops and conducts effective training curriculum utilizing best practices consistent with policies and procedures.
  • Assist with the development of, and updates to, agency policies and procedures pertaining to the ECC.
  • Research topics and creates public presentations related to emergency communications for a variety of audiences.
  • Maintain and update ECC files and reference materials.
  • Conducts and completes Quality Assurance (QA) reviews and reports for call-taking to ensure compliance with standards and identify areas for improvement.
  • Develops, coordinates, and delivers continuing education and training for all communications personnel, including supervisory staff.
  • Oversees and manages the training and development of newly promoted or assigned supervisors to ensure preparedness for leadership responsibilities.
  • Assists Communications Shift Supervisors with observing and documenting Telecommunicator job performance, analyzing, and identifying deficiencies, and implementing performance improvement plans as needed.
  • Provides leadership to cover critical administrative duties in the absence of Communication Shift Supervisors.
  • Oversees, updates, and ensures compliance within the QA program.

QUALIFICATIONS:
A.   Training and Experience
  • High school diploma, GED, or equivalent
  • Three (3) years of progressively responsible experience in emergency communications, including lead or supervisory experience as well as knowledge of best practices and industry standards around Quality Assurance and Training are preferred.
  • Any equivalent combination of training, education, and experience that provides skills, knowledge, and abilities.
  • Florida DOH PST license (if expired or inactive, must be eligible for reinstatement).
  • International Academies of Emergency Dispatch (EMD) certification (or be eligible to recertify).
  • Cardiopulmonary Resuscitation (BLS) certification-preference given to BLS instructors.
  • Must be eligible to be approved by FL DOH to oversee the training program as an instructor.
  • Must be eligible for or currently hold any required Instructor certifications as required by the Training Program guidelines.                                                                                                                                                        
B.   Knowledge, Skills, and Abilities
  • Knowledge of proper English grammar, spelling, and punctuation.
  • Knowledge of the procedures and policies pertaining to emergency 9-1-1 protocols and equipment.
  • Knowledge of best practices related to processing and dispatching emergency calls for service.
  • Knowledge of best practices related to teaching techniques.
  • Knowledge of modern office procedures, methods, and equipment.
  • Skill in developing and maintaining an effective work environment.
  • Skill in eliciting critical information in stressful situations.
  • Skill in critical thinking and problem solving, active listening, and conflict resolution.
  • Ability to adjust assignments in response to a variety of changing circumstances.
  • Ability to work independently and meet schedules and deadlines of work.
  • Ability to effectively supervise, motivate, train, and counsel subordinates.
  • Ability to identify and correct computer system malfunctions.
  • Ability to react promptly and correctly in emergency situations.
