CHARACTERISTICS OF THE CLASS:
Under the general direction of the Human Resources Director, the Staffing & Background Supervisor provides leadership and coordination of agency-wide staffing, recruitment, and background investigation activities, supporting hiring efforts for law enforcement, judicial services, and administration personnel. The role works closely with executive leadership and command staff, requiring  professionalism, discretion, sound judgement, and adaptability in a fast-paced environment Responsibilities include overseeing the full recruitment lifecycle, providing oversight of new hire orientation, onboarding documentation, and supporting the background investigation process.  Supervisory duties include guiding and supporting human resources staff  involved in recruitment, background investigations, and personnel support functions.

ESSENTIAL JOB FUNCTIONS:
  • Provides guidance, support, training and, performance feedback to Human Resources team members involved in staffing, recruitment, and background processes.
  • Plans, coordinates, and oversees agency-wide recruitment and selection processes, ensuring compliance with applicable laws and agency standards.
  • Oversees the background investigation process for sworn and non-sworn applicants, ensuring timely completion of investigations.
  • Supports position control by monitoring authorized and filled positions to ensure staffing levels remain within approved budget allocations; identifies vacancies, trends, and risks impacting operational readiness.
  • Serves as administrator for the applicant tracking system (ATS) and HRIS platforms to ensuring accurate data entry, reporting,  and workflow management throughout the recruitment lifecycle.
  • Works collaboratively with command staff, academy leadership, and departmental managers to anticipate staffing needs, adjust recruitment approaches, and responds to changing organizational priorities.
  • Assists with developing and updating job descriptions, post job openings on internal and external platforms and supports hiring managers throughout the selection process.
  • Gathers and reviews human resource metrics, such as time-to-hire, turnover rates, workforce demographics, and strength reports to support informed decision making.

QUALIFICATIONS:

A.   Training and Experience
  • Degree from an accredited college or university in Business Administration, Public Administration, or closely related field.
  • Five (5) years of increasing complex and responsible experience in human resources, recruitment, talent acquisition, workforce planning, personnel administration, or a related operational or administrative function.
  • Demonstrated supervisory experience with responsibility for oversight of staff and work processes is essential.

Preferred Qualifications
  • Experience supporting public safety, government, or other highly-regulated environments is desirable.

B.   Knowledge, Skills, and Abilities
  • Proficiency with Microsoft Office applications (Word, Excel, Outlook, etc.).
  • Strong knowledge of human resources principles and recruitment practices.
  • Working knowledge of employment law, and background investigation standards applicable to sworn and non-sworn personnel.
  • Knowledge of current trends, best practices, regulatory changes, and new technology in human resources, talent management, and employment law.
  • Knowledge of current public sector human resources practices, recruitment strategies, and emerging technologies relevant to law enforcement and correctional staffing.
  • Knowledge of HRIS systems, including transaction processing, report generation, and data analysis.
  • Ability to effectively communicate verbally and in writing, to a diverse audience.
  • Strong organizational skills with the ability to manage competing priorities and pivot in response to leadership direction.
  • Ability to work in a fast-paced environment and quickly shift focus as priorities change.
  • Ability to exercise sound judgement, maintain confidentiality, and handle sensitive information with discretion.

  • Ability to communicate orally.
  • Ability to sit or stand for long periods of time.
  • Acceptable eyesight (with or without correction)
