JOB TITLE:     BUDGET ANALYST

CHARACTERISTICS OF THE CLASS

Under the general supervision of the Comptroller, performs highly professional, analytical and administrative work. Responsible for the collection, development and evaluation of data related to the Sheriff’s Office budget and financial position. Performs financial analysis work requiring considerable judgment based upon knowledge of governmental accounting practices, principles and procedures and applicable statutes. Position requires an accountant with governmental accounting experience

ESSENTIAL JOB FUNCTIONS

Analyze and provide budget development guidelines, determining data requirements and report formats to collect, maintain and update data.

Review and analyze budget requests, assist in preparing budget documents for approval and supplemental data as requested.

Research variances, to include detailed findings and recommendations.

Monitor and/or modify the Sheriff’s Office budget to conform to functional responsibilities.

 

Assists in the development of and the analysis and evaluation of budget estimates and justification; refers questionable items back for reconsideration; checks for accuracy and conformance with established policies, guidelines and procedures.
 
Responsible for all phases of personnel budgeting. Work with commanders on personnel change requests to ensure they are properly classified.
 
Audit and reconcile position control to ensure accuracy of personnel budget throughout the year.

Prepare trend analysis to provide funding recommendations for the annual budget.

 
Assists in the assembly and distribution of the tentative and final budget documents.

Reviews departmental expenditures by appropriation as compared with budgeted amounts and takes appropriate action when budget appropriation is exceeded.

Reviews financial reports in order to assist with future budget planning.

Participates in the development and formulation of the five year capital replacement plans.

Participates in budget research activities leading to the improvement of budgetary methods, management and procedures.

Work with various divisions to evaluate operations and aid in budget preparation.

Gather, review and evaluate data and prepare a variety of periodic and special reports using Excel, Microsoft Office and Munis along with any other utilized software program.

Work with external auditors in the preparation of the audited annual financial reports when needed.

Assists in the development of departmental policies and procedures, and budget formulation.

Performs other reasonable related duties as assigned by immediate supervisor or other management personnel.

In case of emergency or crisis situation (hurricane, flood, etc.) position is required to perform reasonable duties assigned by immediate supervisor.

 

QUALIFICATIONS
 

Training and Experience

Bachelor’s degree (emphasis in accounting preferred) supplemented by three (3) years of experience in governmental accounting work.

Designation of Certified Government Finance Officer (CGFO) preferred.

 

Knowledge, Abilities and Skills
 

Thorough knowledge of public budgetary practices and procedures.

Knowledge of data processing reporting methods and their effects on the work flow required by accounting operations.

Ability to establish and maintain effective working relationships as necessitated by assignments.

Ability to advise others of the proper accounting and legal treatment of accounting transactions.

Considerable knowledge of internal accounting controls, practice and procedures.
