JOB TITLE:                 ACCOUNTANT

Under the general supervision of the Accounting Manager, manages all aspects of accounting for the
agency’s special revenue funds and fixed assets. Comprehensive knowledge of fund restrictions is
required to ensure appropriate compliance and proper accounting. Provides accurate and timely
accounting of fixed assets and asset inventory for entire agency.

ESSENTIAL JOB FUNCTIONS:

  •  Manage the accounting for all special revenue funds for the agency such as the Law Enforcement Education Fund, agency grants and all detention center special revenue funds.
  • Manage the accounting for all special revenue funds for the agency held at the County such as the Law Enforcement Trust Fund, Crime Prevention Fund, Federal Forfeiture Fund and the Law Enforcement Impact Fee Fund.
  • Maintain accounting records for the Property and Evidence Fund.
  • Perform accounting functions for seized and forfeited assets and verify expenditure eligibility. Maintain spreadsheet of open/closed cases, track forfeited items and prepare annual forfeiture report.
  •  Responsible for coordinating and handling activities related to asset accounting. Provides accurate and timely accounting of fixed assets and asset inventory for entire agency. Follows up with property custodians to resolve discrepancies regarding applicable assets.
  •  Reviews purchasing card transactions to ensure proper coding of monthly statements. Maintains safeguards for proper accounting of all purchasing cards.
  •  Ensure proper accounting for recording, transfers and disposal of assets within the Munis software system. Assist with the year-end reconciliation process.
  •  Responsible for conducting full agency inventory annually including both capitalized and uncapitalized assets.
  •  Recommend and implement procedures to improve the efficiency, accuracy and timeliness of the agency’s capitalized and un-capitalized asset inventory process as needed.
  • Assist with the process of updating the FSRMF insurance portal monthly, confirming all scheduled items are up to date.
  •  Maintain purchasing cardholder activity and credit limit files. Assist with monitoring electronic purchasing card program including the review and coding of transactions for monthly statement balancing. Track and document any disputed transactions to resolution.
  •  Responsible for issuing travel cards to employees and ensuring cards are returned upon conclusion of travel.
  •  Responsible for the accounting of all cash receipts for the agency. Make bank deposits and maintain documentation with proper account coding.
  •  Responsible for recording Civil Trust deposits in Quickbooks.
  •  Work with GasBoy fuel system in tracking reports, entering fuel costs and collecting receipts for fuel deliveries. Prepare quarterly reports to BOCC.
  •  Serve as back-up for accounts payable function as needed.
  •  Monitor funded projects and expenditures to prevent over-expenditure of funds and audit disallowances. Ensure that budgets are fully expended within funding parameters. Prepare budget amendments or extensions as required.
  •  Prepare and process programmatic and financial reports for special revenue funds. Ensure reports submitted are complete, accurate, in compliance with accounting standards, and kept within the terms and conditions of the funding source.
  •  Develop budget recommendations, prepare detailed budgets and written narratives, and evaluate budget versus expenses.
  •  Assist external, internal and other agency auditors in their reviews/audits of special revenue funds and agency grants.
  • Recommend and implement procedures to improve the efficiency and productivity of the agency’s special revenue process when needed.
  • Serve as back-up to E911 Administrative Assistant for the accounting of the E911 and 800 MHZ Funds.

QUALIFICATIONS

Training and Experience


Associate’s Degree from an accredited college or university is required. Three (3) years of governmental accounting to include involvement with accounts receivable and governmental budget processes is preferred.


Knowledge, Abilities and Skills


1. Knowledge of laws and ordinances relating to compliance and special revenue funds. Familiarity with terminology used and the ability to understand and apply applicable rules, regulations, policies, and procedures related to financial and programmatic reporting. 

2. Ability to work under pressure, multi-task, use independent judgment and produce a highquality, accurate work product within strict time constraints. 

3. Ability to communicate effectively through both oral and written forms.

4. Knowledge of governmental accounting practices and procedures.

5. Must be proficient with personal computers, word processing, spreadsheet software, Internet research, and use of a 10-key calculator. Advanced knowledge of Excel, Word and Governmental Financial software (Munis preferred).
