CHARACTERISTICS OF THE CLASS
The Insurance Specialist is responsible for the implementation, coordination, and maintenance of internal insurance financial processes. The employee is expected to display expertise, accuracy, and efficiency in the administration of insurance benefits in furtherance of agency goals, rules and regulations. Work is assessed through review of written work, data entry, and statistical analysis, as well as positive collaboration with staff.

ESSENTIAL JOB FUNCTIONS
- Handles weekly, monthly, quarterly, and annual billing verification and transactions related to employee benefits and provider services.
- Liaisons with HR and Finance staff, insurance brokers, carriers, and others in the administration of insurance benefits.
- Audits and reconciles internal data and reports pertaining to insurance coverages and premiums, invoices, and other records.
- Initiates ACH payment from agency retirees for insurance, health reimbursement arrangement transitions, etc., in accordance with agency policy and plan requirements; provides monthly reconciliation to Finance.
- Compares payroll deduction information to enrollment selections for newly-hired and terminating employees. Assists with ongoing updates to employee benefits.
- Provides support for annual open enrollment and monthly onboarding processes when needed.
- Assists in establishing and pursuing agency benefit goals and objectives, considering benefit options, creating insurance-related requests for proposals, and assessing vendor proposals in light of agency objectives.
- Assists with budget for insurance fund which includes the health, dental and wellness clinic budgets.
- Monthly monitoring of the insurance fund budgets to ensure revenues are covering expenditures and request budget amendments if needed.
- Works with Human Resources to monitor and initiate wellness goals for the agency according to needs and claims trends.
- Performs other related work as requested.
QUALIFICATIONS

- Associate’s degree required; consideration given for experience, however, degree must be obtained within two years of employment.

- A minimum of two years of successful experience in insurance benefits is required.
- Knowledge, Skills, and Abilities

- Knowledge of health insurance terminology, processes, and billing.

- Ability to translate established benefit program goals and responsibilities into actionable steps and time-sensitive processes.

- Knowledge of applicable federal, state, and local laws, ordinances, rules and regulations applicable to benefit administration including ACA, COBRA, and HIPPA.

- Working knowledge of automated human resources management, benefits administration, and billing systems.

- Skill in the use of standard business software such as Microsoft Excel, Access, Word, and PowerPoint.

- Ability to organize and analyze data and prepare complete, clear, concise and accurate written reports.

- Ability to be discrete and maintain confidentiality of employee records.
