CHARACTERISTICS OF THE CLASS:
Reporting to the Animal Services Supervisor, the Coordinator is responsible for evaluating and promoting shelter animals for adoption, building and maintaining strong partnerships with rescue organizations and foster families, and managing all aspects of the volunteer program, including recruitment, training, and coordination of volunteer activities.

ESSENTIAL JOB FUNCTIONS:
- Participates in daily animal assessment rounds, scoring the adoptability of animals for pathway planning, and ensuring all animals receive humane treatment. Report any health and/or welfare concerns to Veterinarian.
- Interacts with Animal Enforcement Officers assisting with intakes of stray animals when necessary.
- Establish and maintain working relationships with registered animal rescue organizations, fosters, and other agencies to effectively increase the transfer of animals.
- Manage, monitor, and promote a successful animal fostering program. Conduct initial and annual inspections for rescue organizations and foster homes. Complete background investigations as needed.
- Develop and facilitate educational programs for pet owners. Assist citizens by providing resource services, and/or alternatives to keeping their pet(s) at home as opposed to surrendering the pet(s) to the shelter.
- Development and implementation of animal marketing strategies to increase adoption rates and educational programs relating to animal welfare. Organization and creation of public, adopter, and volunteer educational materials and outreach events. Work with the shelter veterinarian on creation and updating of materials and subject matter content. Suggest and implement ideas of his/her own to help Animal Services provide public education. Track trends and evaluate outcome rates. Identify strengths and weaknesses in adoption protocols. Suggest program changes as needed.
- Serve as a liaison with the Hernando County Health Department on rabies cases, ensuring proper monitoring of quarantine periods and scheduling health checks as needed. Additionally, the Specialist will manage bite investigations and oversee the processes related to dangerous dog determinations for the shelter.
- Communicate with out of county and/or out of state animal services agencies/health departments when victim or owner resides outside of Hernando County.
- Monitor quarantine periods and schedule health checks for in-shelter quarantines.
- Handle all cases involving bite investigations and Dangerous Dogs. Create correspondence and maintain records on all animal bites/dangerous dog declarations that involve law and/or ordinance violations. Maintain Dangerous Dog files.
- Review and/or research all animal bites (animal/human and/or animal/animal).
- Appear in court as the Records Custodian for all bite/attack cases.
- Arranges the work schedule of volunteers and oversees their performance. Monitor volunteer interactions with the public and other staff members, working to maximize positive relationships whenever possible.
- Adhere to and enforce all disease control, biosecurity, humane handling, and general safety protocols at the shelter.
- Maintain the volunteer program to include volunteer recruitment, training, and assignments. Conduct volunteer orientation and training. Partner with the Volunteer Coordinator for assistance with volunteer backgrounds. Monitor volunteer activity to maximize customer service and professionalism.
- Liaison between Staff, foster parents, rescue organizations, and volunteers. Transport animals, as needed.
- Participates in euthanasia decisions.
- During an emergency, the Sheriff will determine who is considered an emergency responder and whose work is necessary to maintain operations of the animal shelter. This determination is subject to change based upon staff and the operational needs of the agency.
QUALIFICATIONS:
A. Training and Experience
- High School Diploma, GED or equivalent
- Minimum of three (3) years of experience, training dogs, assessing animal behavior, handling animals, or performing custodial duties in an animal related profession such as grooming facility, animal training business, veterinary facility, boarding kennel or a private or public animal shelter is preferred.
- Valid Florida Driver License which must be maintained throughout employment
- State of Florida euthanasia certification, or equivalent credentials, recognized by the Florida Animal Control Association.
B. Knowledge, Skills, and Abilities
- Comprehensive knowledge of animal shelter operations, including animal care, identification and management of common illnesses and behaviors, impoundment procedures, proper use of animal handling equipment, and adherence to animal safety and sanitation protocols.
- Knowledgeable of state laws and county ordinances pertaining to animal services.
- Ability to always use sound judgment and maintain emotional stability while dealing with high stress situations. Ability to always maintain a professional demeanor.
- Ability to maintain precise and detailed records of all activities and work independently without constant supervision.
- Ability to establish and maintain an effective working relationship with citizens, coworkers, volunteers, rescue groups, etc.
- Ability to effectively operate both shelter management software and commonly used office software and/or programs.
- Ability to demonstrate effective verbal communication and prepare written documents using proper spelling, grammar, punctuation, and form.
- Ability to work in an environment that will contain animals, which may be aggressive and/or diseased. Work environment may contain fleas, ticks, and/or other parasites. Animal euthanasia and storage of deceased animals will occur in this work environment. The animal shelter participates in the local inmate work program and inmates will be on property and always supervised
- Ability to transport animals to various locations.
ESSENTIAL PHYSICAL SKILLS:
- Ability to lift and carry a minimum of 50 pounds.
- Ability to stretch, stoop, bend, kneel, reach and climb frequently.
- Ability to physically control highly active and/or aggressive animals, potentially weighing 80 pounds or more.
- Ability to sit and/or stand for long periods of time.
- Acceptable eyesight (with or without correction).
- Acceptable hearing (with or without hearing aid).
- Ability to safely operate a motor vehicle.
