CHARACTERISTICS OF THE CLASS:
The responsibility of the Operations Control Room Operator (CRO) is to staff and maintain the Control Room. He/she will not leave this place of duty, except when properly relieved for meals or breaks, and will not allow unauthorized personnel to enter the room.  He/she is primarily responsible for the operation of electrically functioning doors, security alarms for each housing area.  He/she will serve as a central point communication liaison in the event of an emergency in an area. The Operations Control Room Operator (CRO) reports directly to the assigned Operations Corporal, who in turn reports directly to the Operations Sergeant and acting Shift Commander.

ESSENTIAL JOB FUNCTIONS:

A.    Day-to-day duties:
  • Receive inmate head counts from the Housing Deputy and verify the total count with Booking Sergeant and/or designee.
  • Be responsible for the operations of the housing unit security gates and control room security doors.  The Operations Control
  • Control Room Operator (CRO) will ensure that only authorized personnel enter or exit a housing unit.
  • Check the operations of the intercom/public address system, security doors, cell and housing unit lighting, electronic doors, fire alarm system, and the light circuit panel. Any discrepancies will be recorded on a maintenance work order.  Building discrepancies are noted on Daily Inspection Report.
  • Verify, inspect and enter into the Jail Management System (JMS,) all security equipment on post: handcuffs, shackles, 911 tools, air packs, fire extinguisher, flashlight, keys, first-aid kit, personal protection kit, and nail clippers.
  • Maintain communication through intercom, telephone, and radio with the housing units to advise the housing deputies of necessary inmate movement or other activities affecting the housing unit.
  • Conduct visual checks on inmates through control room windows.
  • Maintain accurate count sheets. Counts will be transmitted to the Booking Deputy at the scheduled count times for each shift and when requested. 
  • Controls lighting and Guardian RFI checks.
  • Responsible for maintaining control room cleanliness.

B.    Maintaining Logs/Reports, etc.:
  • Verify list of court and transporting inmates.  Notify concerned housing unit deputy.
  • Maintain proper key control/accountability when issuing keys to janitor’s closet, exam room, emergency keys, multi-purpose room, laundry room and supply room.
  • Maintain Pod Activity Notes entering occurrences of routine and unusual nature in the JMS.
C.    Other Administrative Duties
  • Sort and distribute all paperwork ensuring appropriate delivery to affected areas.
  • Coordinate visiting, recreation, commissary, phone calls, official visits and movement of inmates, staff and visitors.
  • The midnight shift will deliver outgoing mail to the mailroom by 0430 hours daily.
  • Pass incoming mail to housing deputies for distribution to inmates.
  • Make random checks on housing deputies’ well-being.

QUALIFICATIONS:

A.    Training and Experience
  • High school diploma or GED
  • Computer Skills
  • Any equivalent combination of training, education and experience that provides the required knowledge, skills, and abilities.
B.    Knowledge, Skills, and Abilities
  • Knowledge of proper English grammar, spelling and punctuation
  • Knowledge of the procedures and policies pertaining to the Control Room Operator position.
  • Knowledge of modern office procedures, methods, and equipment
  • Skill in eliciting critical information in stressful situations.
  • Skill in critical thinking and problem solving, active listening and conflict resolutions.
  • Ability to adjust assignments in response to a variety of changing circumstances.
  • Ability to work independently and meet schedules and deadlines of work.
  • Ability to identify and correct computer system malfunctions.
  • Ability to react promptly and correctly in emergency situations.

ESSENTIAL PHYSICAL SKILLS:
  • Sit for long periods of time 
  • Acceptable eyesight (with or without correction).
  • Acceptable hearing (with or without hearing aid).
