CHARACTERISTICS OF THE CLASS
 

Under the general supervision of the Accounting Manager, is responsible for coordinating and handling financial activities related to the Inmate Welfare Fund and Inmate Revenue Fund. Provides accurate and timely accounting of the special revenue funds for the detention center.

ESSENTIAL JOB FUNCTIONS

  1. Responsible for financial activities of the detention center to include but not limited to all inmate accounts.
  2. Assist with the year-end reconciliation process. Prepare and/or assist in the preparation of various year-end reports.
  3. Assist external, internal, and other agency auditors in their reviews/audits of the detention special revenue funds when necessary.
  4. Responsible for the accounting of cash receipts for the detention center. Make bank deposits and maintain documentation with proper account coding.
  5. Assist in managing the finance portions of the facility’s maintenance and improvement plan.
  6. Assist in tracking detention-related available funding; inform responsible parties of any deficiencies noted and create budget amendments when needed.
  7. Assist with detention-related purchase requests including assistance with securing quotes.
  8. Responsible for maintaining, managing, and reconciling Keefe commissary activity up to and including preparation of reports.
  9. Recommend and implement procedures to improve the efficiency, accuracy, and timeliness of commissary-related activity.
  10. Responsible for addressing daily subsistence or medical fee related issues or commissary charges.
  11. Responsible for issuing fund balances to inmates transferred out.
  12. Responsible for tracking booking fees, subsistence fees and medical fees returned to the county
  13. Responsible for reporting inmate population data to the Social Security Administration for potential fee issues/refunds.
  14. Recommend and implement procedures to improve the efficiency, accuracy and timeliness of all detention-related financial activities, including payroll back-up functions.
  15. Attend Inmate Welfare Fund Committee and detention center capital projects meetings.
  16. Assist with the tracking and managing of detention-related assets.
  17. Serve as back-up for detention payroll.

 

 

QUALIFICATIONS

  1. Training and Experience
    1. High School Diploma, GED or equivalent required, supplemented by three (3) years of accounting work experience is preferred.
    2. Accounts receivables, payables and governmental budget process experience is preferred.

  1. Ability to communicate effectively through both oral and written forms.
  2. Ability to work individually and self-sufficiently, as well as collaborating with other areas of the agency in order to meet deadlines and to work effectively with all necessary personnel.
  3. Knowledge of, or ability to learn, governmental accounting practices and procedures.
  4. Must be proficient with personal computers, word processing, spreadsheet software, and internet research. Intermediate knowledge of Excel, Word, and governmental financial software (Munis) preferred.


ESSENTIAL PHYSICAL SKILLS

  • Ability to communicate using speaking, hearing and vision skills.
  • Ability to sit or stand for long periods of time.
  • Ability to access, input, and retrieve information from a computer.
  • Acceptable eyesight (with or without correction).
  • Acceptable hearing (with or without hearing aid).
