CHARACTERISTICS OF THE CLASS

Under the direction of the Information Technology Director, performs technical and administrative work related to the operation of the County 800 MHZ Radio System and the E911 Communications Center.  Responsible for implementation and maintenance of 800 MHz Radio System operations, 800 MHz Radio System database and inventory, and oversees maintenance of tower sites.

Responsible for assisting the other IT members on any wireless initiative and basic E911 and LAN/WAN system administration to include systems administration, security, maintenance and technical support. Assists other members of the IT Section as needs arise.

ESSENTIAL JOB FUNCTIONS

Responsible for issuing agency 800MHz radios, radio accessories, updating radio aliases and other 800MHZ system maintenance.

Program agency radios and update radio templates as needed. Maintain a change log when radio templates are updated.

Responsible for overseeing the maintenance of the County 800 MHz radio system and updating the radio system database for inventory and billing purposes.

Serves as a liaison to all County radio system users for programming, purchasing and technical issues.

Monitors the licensing of all County radio frequencies and maintains copies of the radio licenses to ensure they are renewed in a timely manner.

Act as a liaison with Hernando County Facilities and outside vendors for all 800 MHZ tower site maintenance. This includes, but is not limited to maintaining the towers, buildings, generators and UPS equipment.

Maintain the MCC, Communications Trailers and EDICS equipment as it pertains to the agency’s 800 MHZ equipment.

Responsible for maintaining, assigning, and updating databases for all agency wireless devices to include cell phones or other wireless devices.

Act as agency liaison and attend meetings for communications projects as they relate to RDSTF, UASI and interoperability among agencies.

Assist in the maintenance and support of servers and equipment related to 911, CAD, Communications, and MDT functions.

Assist in the administrative configuration of the 911, CAD, Mapping and MDT systems.

Assist in the implementation and planning of 800 MHZ or other wireless communications resources. To include, but not limited to two- way radios, point- to- point microwaves, 802.11 wireless and cell wireless technology.

Assist with the agency Help Desk as needs arise.


QUALIFICATIONS


Training and Experience

Minimum of 2 two years network and PC experience. Minimum 2 two years experience with 800 MHz radio systems

Knowledge, Abilities and Skills

Knowledge of trunked and conventional two-way radio systems and the maintenance thereof.

Strong organizational and administrative skills.

Knowledge of local, state and federal regulations relative to Hernando County, the E911 system, the 800 MHz radio system and the FCC.

Possess a good understanding of network cabling and wiring.

Foundational knowledge of computers and networking.

Basic understanding of TCIP/IP network protocols.

Basic understanding of Microsoft Windows Server Operating Systems.

Possess overall knowledge of computer hardware and has the ability to identify and troubleshoot hardware problems.

Possess ability to identify and troubleshoot software related problems.

Possess ability to quickly learn and adapt to new hardware and software.

Possess ability to effectively communicate with agency employees, county officials, vendors and members of the community on both a technical and non-technical basis, as necessary.


Essential Physical Skills

Able to communicate orally.

Must be able to access, input and retrieve information from a computer.

Acceptable eyesight (with or without correction).

Acceptable hearing (with or without hearing aid).

Sitting for long periods of time.

Standing or moving about center to assist staff.

Ability to bend and crawl in the repair, maintenance, and installation of computer equipment.

Ability to lift up to 50 pounds
