CHARACTERISTICS OF THE CLASS:
Reporting to the Animal Services Supervisor, the Accounting Specialist is responsible for managing financial activities associated with the Animal Shelter. Duties include ensuring accurate and timely accounting of shelter revenue, maintaining detailed records, preparing reports, handling phone inquiries, and overseeing animal licensing processes. Additionally, this position supports a variety of administrative and operational task to ensure the shelter operates effectively

ESSENTIAL JOB FUNCTIONS:
- Responsible for maintaining, managing and reconciling shelter financial activity up to and including preparation of reports.
- Assist with the monthly and year-end reconciliation process. Prepare and/or assist in the preparation of various financial reports.
- Assist external, internal and other agency auditors in their reviews/audits of the funds when necessary.
- Responsible for the accounting of cash receipts for the shelter. Make bank deposits and maintain documentation with proper accounting codes.
- Monitor accounts receivable and work closely with the Finance Department to ensure compliance and timely reporting.
- Process payments to vendors through Purchase Orders, Check Requests, or Purchase Card as appropriate. Assist with capital projects for expense tracking and monitoring.
- Prepare the manual billing of outstanding fine amounts as well as overdue fees for services provided.
- Coordinate all animal licensing throughout the county. Verify, collect, and process payment for licensing. Track missing licenses. Scan and file license certificates.
- Establish and maintain an effective working relationship with local veterinarian clinics. This roles requires strong organizational skills, attention to detail, effective communication to ensure compliance with regulations and the well-being of the animals and community.
- Assist in managing the finance portions of maintenance and improvement plan.
- Assist in budge preparation, tracking available funding, inform responsible parties of any deficiencies noted and create budget amendments when needed.
- Prepares purchase requisitions including assistance with securing quotes, if needed.
- Responsible for tracking fees and other revenues returned to the county.
- Recommend and implement procedures to improve the efficiency, accuracy, and timeliness of all shelter-related financial activities, including payroll functions.
- Assist in coordination of storm/hurricane expenditures with Emergency Management and FEMA for possible reimbursement.
- Assist with compiling and managing all grant information submitted and assist in entering the data into the County’s Grant Management System. Develop procedures and controls as needed to ensure that grants are managed in an effective and efficient manner.
- Assist in establishing and maintain a centralized filing system and database of all HCAS grants for the purpose of administration, monitoring, and reporting.
- Assist in monitoring grant expenditures and preparing appropriate financial reports and timely billings for submittal to appropriate agencies. Prepares agenda items and budget resolutions for grants, as needed. Provides auditor support for outside and inside audits.
- Oversee the Special Master program, ensuring that all appropriate documents are filed, and communication is clear with the County Attorney’s Office.
- Attend capital project meetings.
- Assist with tracking and managing shelter-related assets.
- Provide back-up for other positions and duties as necessary
- Performs other duties as assigned.
- During an emergency, the Sheriff will determine who is considered an emergency responder and whose work is necessary to maintain operations of the animal shelter. This determination is subject to change based upon staff and the operational needs of the agency.
QUALIFICATIONS:
A. Training and Experience
- High School Diploma, GED or equivalent
- Minimum of three (3) years of experience in accounting, preferred.
- Accounts receivable, payables and governmental budget process experience, preferred.
B. Knowledge, Skills, and Abilities
- Ability to communicate effectively through both oral and written forms.
- Ability to work individually and self-sufficiently, as well as collaborating with other areas of the agency to meet deadlines and to work effective with all necessary personnel.
- Knowledge of, or ability to learn, governmental accounting practices and procedures.
- Must be proficient with personal computers, word processing, spreadsheet software, and internet research. Intermediate knowledge of Excel, Word and government financial software (Munis) preferred.

- Ability to communicate using speaking, hearing and visual skills.
- Ability to sit or stand for long periods of time.
- Ability to access, input, and retrieve information from a computer.
- Acceptable eyesight (with or without correction).
